The Baxter City Council consists of the Mayor, Vice Mayor and three additional councilmembers. This governing body is responsible for all administrative, legislative, and budgetary oversight concerning city operations, and meets on the first and third Tuesday of each month.
Baxter was born following the founding of the Northern Pacific Railroad tie-treating plant opened in the 1920s. This prompted the development necessary for the town’s incorporation in 1939. Since then, businesses from a variety of different industries have planted roots here, though with all of the beautiful lakes and woods in the area, tourism plays a large role in the economy. Today, Baxter is home to approximately 8,000 people, and with its sister city Brainerd, enjoys a bustling economy, an outstanding school system, and a high overall quality of life.
