Like many Greater Minnesota communities, Baxter can trace its roots back to the expansion of the railroad. Due to the existence of a railroad tie-treating plant in the area, Baxter was established as a fantastic place to settle in the 1920s. Since then, tourism has replaced the railroad as the main industry.

Brainerd Public Schools, District #181, is responsible for providing educational services and resources to the residents of Baxter. Transportation

The Brainerd and Crow Wing County Public Transit & Pine River Service provides public transportation services throughout Brainerd, Baxter, and Crow Wing County. These services are offered by reservation only.

 

Local Government

The Baxter City Council consists of the Mayor, Vice Mayor, and three additional councilmembers. This governing body is responsible for all administrative, legislative, and budgetary oversight concerning city operations, and meets on the first and third Tuesday of each month.

 

City History

Baxter was born following the founding of the Northern Pacific Railroad tie-treating plant opened in the 1920s. This prompted the development necessary for the townā€™s incorporation in 1939. Since then, businesses from a variety of different industries have planted roots here, though with all of the beautiful lakes and woods in the area, tourism plays a large role in the economy. Today, Baxter is home to approximately 8,000 people, and with its sister city Brainerd, enjoys a bustling economy, an outstanding school system, and a high overall quality of life.
