The City of Woodbury is fighting the foreclosure crisis in a unique way. It's using property tax money to help fill foreclosed homes.
The city is using the money to finance loans. Eligible buyers can get up to $25,000.
The buyer pays 3 percent interest on the loan from Woodbury. The loan is repaid when the house is sold or in 30 years.
